It looks like you uploaded old German files. They work in my test forum. Unfortunately, I can't attach them here.

German is always ISO.

Servers operate using UTF-8 worldwide, and ISO support is typically added via the admin panel. This process usually happens automatically.

(e.g., Plesk, cPanel, etc.)

There should never be any issues in this regard—unless you create them yourself.
